Equitable Development: The Path to an All-In Pittsburgh was released by PolicyLink in partnership with Neighborhood Allies and Urban Innovation21 on Sept. 16. Equitable development is a positive development strategy that ensures everyone participates in and benefits from the region’s economic transformation—especially low income residents, communities of color, immigrants, and others at risk of being left behind.

This report—based on interviews and conversations with dozens of Pittsburgh leaders and drawing from national best practices and approaches to equitable development—underscores
the urgency of equitable development for Pittsburgh and outlines a five-point agenda to achieve it, with 16 specific recommendations.
